A proposal of the California Air Resources Board (CARB) on In Use Locomotive Regulation was the subject of a July 9, 2024 hearing by the US House of Representatives Committee on Transportation and Infrastructure - Subcommittee on Railroads, Pipelines and Hazardous Materials. Among the witnesses invited to give testimony was Regulatory Studies Center Director and Trachtenberg School Professor of Practice Roger Nober.
